O Globo)<\/em><\/p>\n<p class=\"chamada\"><strong>Segundo um estudo, com US$ 2 por pessoa por ano, \u00e9 poss\u00edvel conservar mananciais e garantir \u00e1gua limpa para cidades de m\u00e9dio e grande porte<\/strong><\/p>\n<p>Cidades como S\u00e3o Paulo descobriram, da pior forma, o que acontece quando n\u00e3o se presta aten\u00e7\u00e3o para a conserva\u00e7\u00e3o das florestas nas \u00e1reas de nascentes e mananciais: uma <a href=\"http:\/\/epoca.globo.com\/colunas-e-blogs\/blog-do-planeta\/noticia\/2016\/03\/crise-hidrica-em-sao-paulo-acabou-nao-e-bem-assim.html\">seca severa impactando vidas, a economia e o meio ambiente<\/a>. Esse tipo de crise, no entanto, pode ser evitado se houver investimentos robustos em conserva\u00e7\u00e3o. Um estudo publicado nesta quinta-feira (12), no entanto, mostra que o valor do investimento ainda est\u00e1 longe do ideal: ele precisa dobrar.<\/p>\n<p>O <a href=\"https:\/\/global.nature.org\/content\/beyond-the-source?src=r.global.beyondthesource\" target=\"_blank\">estudo foi feito pela ONG internacional The Nature Conservancy (TNC)<\/a>. Ela avaliou a situa\u00e7\u00e3o do abastecimento de \u00e1gua em 4 mil cidades, de m\u00e9dio e grande porte, de todo o mundo, incluindo o Brasil, e a conserva\u00e7\u00e3o dos mananciais que essas cidades usam.<\/p>\n<div class=\"issuuembed\" style=\"width: 600px; height: 400px;\" data-configid=\"4622892\/43343666\"><\/div>\n<p><script type=\"text\/javascript\" src=\"\/\/e.issuu.com\/embed.js\" async=\"true\"><\/script><\/p>\n<p>&nbsp;<\/p>\n<div class=\"issuuembed\" style=\"width: 600px; height: 400px;\" data-configid=\"4622892\/43343859\"><\/div>\n<p><script type=\"text\/javascript\" src=\"\/\/e.issuu.com\/embed.js\" async=\"true\"><\/script><\/p>\n<p>Segundo o estudo, essas cidades investem hoje cerca de US$ 24 bilh\u00f5es por ano com programas de conserva\u00e7\u00e3o de mananciais, <a href=\"http:\/\/epoca.globo.com\/colunas-e-blogs\/blog-do-planeta\/noticia\/2015\/05\/e-preciso-plantar-florestas-para-colher-agua.html\">como os Pagamentos por Servi\u00e7os Ambientais (PSA)<\/a>. S\u00e3o programas que direcionam recursos para propriet\u00e1rios, empresas e munic\u00edpios que mant\u00eam as florestas em p\u00e9 ou reflorestam as \u00e1reas das nascentes. Por\u00e9m, para garantir seguran\u00e7a h\u00eddrica, os autores sugerem que o investimento somado dessas cidades precisa chegar a US$ 48 bilh\u00f5es.<\/p>\n<p>\u201cEsse valor parece alto, mas, quando calculamos de acordo com a popula\u00e7\u00e3o, vemos que \u00e9 apenas US$ 2 por pessoa por ano. \u00c9 um investimento social relativamente baixo se comparado ao benef\u00edcio que isso vai trazer\u201d, diz Gilberto Tiepolo, gerente adjunto de conserva\u00e7\u00e3o da TNC. \u201cUma bacia hidrogr\u00e1fica protegida vai ter mais \u00e1gua na esta\u00e7\u00e3o seca, que \u00e9 quando mais precisa, e menos \u00e1gua na esta\u00e7\u00e3o chuvosa, minimizando o impacto das enchentes.\u201d<\/p>\n<p>O relat\u00f3rio mostra que, em muitos casos, esse investimento nem sequer significa dinheiro adicional. Para uma em cada seis cidades estudadas, o valor necess\u00e1rio poderia ser bancado apenas com os benef\u00edcios gerados por restaura\u00e7\u00e3o florestal. Isso porque as florestas diminuem a carga de sedimentos e nutrientes nos corpos d\u2019\u00e1gua, exigindo menor quantidade de produto qu\u00edmico nas esta\u00e7\u00f5es de tratamento. S\u00f3 essa redu\u00e7\u00e3o da necessidade de tratamento de \u00e1gua pagaria os esfor\u00e7os em conserva\u00e7\u00e3o. \u201cO estudo mostra que vale a pena investir em conserva\u00e7\u00e3o. \u00c9 uma forma de fazer a natureza trabalhar para a sociedade\u201c, diz Tiepolo.<\/p>\n<p>O estudo apresenta casos de programas de Pagamentos por Servi\u00e7os Ambientais para a conserva\u00e7\u00e3o da \u00e1gua que est\u00e3o dando certo. H\u00e1 v\u00e1rios projetos brasileiros. Um deles \u00e9 no Rio de Janeiro, na regi\u00e3o do Rio Guandu. Nesse projeto, o comit\u00ea de bacias decidiu alocar uma parte do recurso pago na conta de \u00e1gua para a conserva\u00e7\u00e3o de florestas e matas em \u00e1reas de mananciais.<\/p>\n<p>Em S\u00e3o Paulo, que foi castigada pela crise h\u00eddrica nos \u00faltimos anos, tamb\u00e9m h\u00e1 boas iniciativas com o reflorestamento de encostas. Por\u00e9m, Tiepolo alerta que a crise h\u00eddrica ainda n\u00e3o acabou. \u201cN\u00f3s j\u00e1 vencemos a parte cr\u00edtica da crise.
